About TCFA Restricted Products

Why Some Products Cannot Ship to Washington

Beginning in 2025, Washington State enacted the Toxic-Free Cosmetics Act (TFCA), which restricts the use of certain ingredients in cosmetic products sold within the state.

As a result, a small number of our products are temporarily unavailable for shipment to Washington while we update their formulas.

Why are these products affected?

The products marked with a "Restricted in WA" ribbon contain a preservative system that is no longer permitted under Washington's current regulations.

This preservative has been widely used in personal care products for many years because it is highly effective, compatible with many formulas, and helps protect products from contamination during normal use.

Washington has chosen to phase out this ingredient, so we are reformulating affected products to comply with the new requirements.

Why not just replace the preservative?

Unfortunately, it isn't that simple.

Changing a preservative changes the chemistry of the entire product.

Every reformulated product must be tested to ensure it still provides the same:

  • Product safety
  • Preservation performance
  • Stability
  • Shelf life
  • Texture
  • Fragrance performance
  • Overall customer experience

Our goal is to produce products that meet Washington's requirements without sacrificing the quality our customers expect.

This transition takes time.

Each product type requires its own development and testing.

Some formulas are straightforward.

Others require significant reformulation before they are ready to return to production.

Rather than rush products to market, we're updating them carefully, one formula at a time.

Washington recognizes this is expensive.

The State has established a reimbursement program to help small cosmetic manufacturers offset part of the cost of reformulating products affected by the TFCA.

We're participating in that program while completing the transition.

Ordering from Washington

Our website displays a "Restricted in WA" ribbon on affected products.

Unfortunately, our online store cannot automatically prevent these products from being added to the shopping cart based on the shipping destination.

If a restricted item is ordered for delivery to a Washington address, we'll simply remove that item from the order, adjust the shipping charges and issue a refund for the affected product before shipment. Any remaining eligible items will ship as normal.

Looking Ahead

We're actively reformulating affected products and will return them to sale in Washington as soon as each formula has successfully completed development and testing.

We appreciate your patience while we complete this transition.

More Than Compliance

At Blossom to Bath, we've always believed that every formula can be improved.

Long before these regulations were introduced, we had already begun transitioning many of our products toward more naturally derived ingredients while maintaining the performance, stability, and quality our customers expect.

Washington's TFCA has accelerated part of that journey, but it hasn't changed our philosophy.

Rather than simply replacing one ingredient with another, we're taking the opportunity to carefully evaluate each affected formula, test multiple preservation systems, and choose the solution that best balances safety, performance, longevity, and ingredient transparency.

Our goal isn't just to meet a new regulation—it's to create better products.

Thank you for supporting a small business as we continue that work.

Washington Availability Progress

We're reformulating these products to comply with Washington's Toxic-Free Cosmetics Act (TFCA). This page will be updated as each formula progresses through development, testing, and returns to sale.
